Electrical discharges in contact or directly in liquid water find many promising applications, where the generation of various reactive species with potential use in biological or medical applications is certainly the most important. The nature of the electrical discharge in liquid water, similarly as in the other dielectric liquids, depends on physical quantities as the energy of the HV pulse, pulse rise time and electrode polarity. The gas-bubbles formation due to Joule heating of liquid, facilitating the discharge inception, is impossible for the nanosecond HV pulses, and a different discharge mechanism is to be found. Moreover, the discharge mechanism is connected with very interesting phenomena such as the emission of ultraviolet radiation, electrostriction, fast phase changes, gas heating and shock-wave production. This lecture will thoroughly review the recent experimental and theoretical findings on nanosecond discharge in liquid water.

Streamer mechanism is one of the main ionisation mechanisms in highpressure plasma jets, pulsing coronas or barrier discharges. In atmospheric air, it is an ultra-fast process which produces a light emission or current pulses with duration of only several units of nanoseconds. In such challenging case, an enhanced diagnostic method has to be applied.
